    “Why water beer down? "3%" beer (duty starts at 3%, weak beers are often under 3% but brewers label it 3% so as not to risk trouble with the excise man), aka 'boys bitter', is readily available, same for lagers. Raising the duty on stronger beer would be a lot simpler. That assumes strong beer is the problem, I suspect alcopops are more relevant.
