“It was definitely better when voters could hold the council to account on an annual basis.
But it was especially bad that this all out election system was implemented in such an underhand way. The council could have chosen this system via the normal route using Local Government Act 2007. So they voted... and rejected it! See the motion on page 3 of the minutes:

and its defeat on page 5. So, we should have continued with elections by thirds.
But elected mayor Mark Meredith had a strop and went running off to Hazel Blears to get his Labour government to impose all out elections on us using Local Government Act 2000. This is only meant to be used if a council really isn't functioning properly (it's a bad dictatorial act generally anyway) not just because Meredith didn't get his way in the vote. So the Labour Government forced this on us - facists!”
