WORSHIPPERS celebrating Christmas returned to their cars to find traffic wardens had been busy issuing up to 50 parking fines.

On Christmas Eve the congregation of Sacred Heart Roman Catholic Church, in Jasper Street, Hanley, discovered an unexpected present from council parking officials who had been busy while they were inside for a special evening mass.

Parish priest Father Peter Weatherby has vowed to fight Stoke-on-Trent City Council, saying the parking wardens' actions lacked Christmas spirit.

And he is urging his congregation to refuse to pay the fines and appeal to the authority to scrap the tickets as a gesture of festive goodwill.

He says people visiting the church had parked on nearby streets or council-run surface car parks, which become free after 6pm. The tickets were issued just moments before the parking restrictions were lifted.

He said: "I am livid. We are calling on those issued with tickets not to pay the fines but to appeal.

"What is especially annoying is that mass began at 5.45pm, just 15 minutes before surface parking becomes free in the city centre, so most tickets must have been issued just minutes before traffic charges for surface parking in Hanley were lifted at 6pm.

"All the shops were shut. Clearly the wardens must have known the cars belonged to families worshipping in the church."

Church wardens reported that a vehicle carrying several traffic wardens arrived after a neighbouring business made a complaint about an employee's vehicle being blocked by churchgoers.

Father Weatherby said: "The church wardens tell me that the scene appeared like a raid. The fines were being issued to worshippers, just as we were singing In The Bleak Midwinter inside the church.

"It is such a shame that Christmas began for so many people like this.

"We had our largest Christmas congregation for many years, almost 400 people.

"We are the only mainstream Christian church left in the city centre, yet action like this will drive good people away. This is so sad."

Father Weatherby has written a letter of protest to the city council.

He is also calling upon all those who received a ticket to appeal the fine and contact the parish so a full list can be drawn up of those affected.

At his services over the weekend, he mentioned the tickets from the pulpit, telling all his congregation members about the campaign.

Parishioner Paul Bradley, aged 43, from Trent Vale said: "There have been parking problems here for years, but you would think a bit of commonsense would prevail at Christmas.

"Many people coming to church on Christmas Eve are not regulars and they obviously did not know about the parking restrictions."

Julie Gallagher, aged 32, of Tunstall, was given a £35 ticket on Sunday, December 21, when she parked outside the church.

Julie, a customer relations manager, said: "To be fair I was just a little bit over the lines but there was nowhere else to park.

"I had three young children with me and my gran, so I didn't want to park miles away.

"I have paid it but I sent them an email saying I was at church and I hope they have a merry Christmas."

Another parishioner, who asked not to be named, said her son-in-law received a ticket on Christmas Eve.

She said: "My daughter and her husband had come up to see us from Birmingham, and he discovered it when he came out of church.

"It's not just that it's unfair, it's immoral – they're just trying to extract money from people any way they can."

A city council spokesman said: "Penalties are issued when vehicles are parked in violation of the restrictions. On-street parking restrictions apply until 6pm. Motorists who are issued a penalty are welcome to appeal the decision and details of how to appeal are on the back of the ticket."

Traffic wardens at the city council are meant to give motorists five minutes grace before issuing a ticket to allow people who have gone to get change for a parking meter to return to their car.

    “You may have a good chance of appealing the tickets as I did when I lived in London. I got off loads in the shot time I was there, and believe me only 2 or 3 were my fault genuinely, at least 15 were fines issued via cameras and were all wrong! Despite how stupid the below appeal reasons are... Westminster council are pretty daft....

    1. The ticket machine was working but it was not accepting my pound coin. This is the councils fault for not servicing the machine correctly. I used the same pound coin in another parking machine the following day and it worked fine.

    2. The ticket machine was not working at that moment neither was the closest one, or the one next to that so therefore I could not buy a ticket.

    3. (If you have a badge)My disabled badge slipped onto the floor when another car struck mine without my knowledge, therefore the warden did not see it.

    4. The time stated on the photograph of my car does match the time indicated on the ticket... I require you to involve trading standards timing and measurements act before you proceed to check the accuracy.

    5. The ticket enforcement officer was not wearing a uniform at the time of issuing the ticket. Therefore, a ticket cannot be valid.

    6. Please can you reissue the ticket in Persian Brail as I cannot understand English, and I am blind. Even though I am the owner and registered keeper of my car, I do not and cannot drive it, and employ a carer to drive it and park it for me. If this request is not met, I am afraid I cannot proceed with the alleged allegations. Please note I have had to employ a Persian translator to type this document for me, which I am asking you to reimburse the costs of £35 for. If you do not reimburse these costs within 28days, I will have no choice but to pursue the matter through court.

    7. I did display a valid ticket, however it was stolen as my car window was forced down.

    8. The sign does not clearly indicate the time I can park here without a ticket.

    9. The sign says different restriction restrictions apply on bank holidays, the 24th is a bank holiday where I come from, I thought UK is in the EU? and subject to same regulations. Please prove evidence that the UK is not in the EU if you would like to proceed.”

    “i think people take on traffic warden jobs because their lonely! and like to pee people off just for the fun of it!! but like most jobs,they have targets too reach for that bonus. but i do agree if the people of the mosque are causing real problems for traffic,id say close it down,i bet in there country they wouldnt allow us to build a church??? im not racist in any way,im with a asian myself but i think the council should designate proper parking spaces for them like they do with the gypsies.”

    “MH Your response to my post was adequately answered by Ian (Bradeley). But it seems you are more interested in some anti-religious diatribe than really commenting on this as a news story. There is ample evidence for faith in the Bible if you would take a look, but brief postings on a newspaper website is hardly going to give space to such a debate.

    In any case, I have a "feeling" that you have about as much ability to think logically as Warren has in spelling, and that your mind is like hardened cement, thoroughly mixed up and permanently set. Please try your best to stay on topic.

    It may be that parishioners at the Catholic church are easier targets for wardens' tickets, it may be that the people at the mosque are given more leniency in parking, it may seem that there is one application of the law for one group and another for others, but the fact is these folks justly got a ticket, and should pay it. Two wrongs do not make a right, and how others are treated is irrelevant to the discussion. The priest should be encouraging people to keep this law and not to break it.”

    “The parking rules should and do apply to both Christians and lapsed ones such as myself. BUT if you drive through Longton high street , Shelton, Northwood, Cobridge or any other of the salubrious areas of the city you will see special people who park where they like and who traffic wardens and the useless old bill do nothing about. Whether they are instructed to ignore these people or whether they just bottle it who knows.

    What I do know is just like in the Iraq war every bomb which fell on a civilian area acted as a recruiting seargeant for Al Quaeda
    So this deliberate inaction by the authorities persuades more people to vote for the BNP.”

    “These traffic wardens are walking and in a lot of cases driving around looking for cars parked on double lines or any infringement up to 11oc at night and this not just as the council claim to keep the key roads clear its a money making racket plain and simple from a council desperate for money at any cost,its a pity we council tax paying public cant,t fine the council for the filthy littered streets all around the city.”

This is taken as meaning that we should be obedient to the laws of the land and to Gods laws. If there is conflict between the two laws, then the true Christian obeys the higher law of God. The apostle Paul added to this by writing ¿is it for nothing that they carry the sword¿. The ¿they¿ he was referring to is the governmental authorities that again Paul states are in relative subjection to God and by extending obedience to them, we have obedience to God. In that ¿They carry the sword¿, they have a right to distribute appropriate punishment for those who choose to ignore the law. The situation you mention that prevailed in times past in both South Africa and America would have been contrary to the superior laws of God who views men of all sorts as equal.

    I trust that this clarifies my position that those who break the law (albeit a small law regarding the payment of parking charges) should not complain when appropriately punished and I feel that the Priest is well out of order by asking those of his congregation to break there obedience to the local governmental authority as this in turn breaks there higher obedience to Gods priciples themseleves.”

    “I never thought i would say this but give the parking back to the Police, at least their traffic wardens had common sense. They really do go round like they are in charge of the world and do not listen to reason.

    I have never trusted this council with anything as they always manage to make a mess and this is yet again something that they have got that they have made worse”
