Many pensioners have been forced to plunder their life-savings or even sell their homes to meet the bills after experts ruled their cases did not qualify for NHS care.
But the Government has now agreed to reassess the cases of people who feel they were unfairly charged.
The claims deadline for care received between April, 2004 and March, 2011 has passed.
That led to 524 claims from people across North Staffordshire.
An NHS North Staffordshire spokesman said: "NHS continuing healthcare is provided over an extended period of time to meet physical or mental health needs arising from a disability, accident or illness.
"NHS funding is only provided where an individual has a primary health need and requires long-term healthcare."
