Rangers have threatened legal action against players who refuse to transfer their contracts to a newly-formed Ibrox club.
They have also threatened to pursue clubs for compensation for players such as Ness, defender Steven Whittaker, who has joined Norwich, and striker Kyle Lafferty who has signed for Swiss side FC Sion.
However, the players' unions in England and Scotland and the international footballers' union are confident Ness is entitled to a free transfer.
Boss Tony Pulis must find more of his own budget than in previous seasons having spent £20m on last year's deadline-day signings of Peter Crouch, Wilson Palacios and Cameron Jerome.
City are understood to have made an inquiry about Wolves striker Steven Fletcher, but the relegated Molineux club say they don't have to sell.
Reports claim they rate the Scotland international at £10m.
Meanwhile, Geoff Cameron, who is being linked with Stoke, proved his versatility by playing in midfield for Houston Dynamo in their 2-1 win over Philadelphia Union at the weekend.
Houston's president Chris Canetti has claimed the Potters have made an approach for the 26-year-old United States international, who has mostly played in central defence.

“Studying the grapevine today it may be CHRISTIAN Poulsen they're after instead. They tried to sign him last season. He's one of Roy Hodgson's favorites, he signed him for Liverpool, where he struggled profoundly. Primarily a midfielder, but can also play in central defeence. He cost Denmark dearly in the part. Avoid him at any cost.”

“That's precisely the kind of thinking that is holding talented players back in England, Dave. If they can't do it in the lower divisions, then they cannot possibly do it at top level, right? Wrong!
Did it ever occur to you that a whole bag of different skill and ability is needed for top level that you dont need when playing Crowley and Vale? And vice versa ...
Would David Silva and Sergio Aguero have made it had they played for Crawley on loan in their first season? Or Ronaldo and Nani, who weren't big stars, when they debuted on the English scene, would they have been successful if they'd played a year on loan to Port Vale?
Actually I think Ronaldo would have made it anyway, but the others might have struggled to get into Crawley's first team. Nani would have been crying every wo minutes instead of every ten minutes as he is now.
However if I am to follow my own logic I guess Simon Poulsen does deserve a run for Stoke ...”

“Because I've watched him play many times over the years, at his clubs and for our country, and I always dread it. It does not take a lo of imagination to see what he can do for Stoke: he'll be our undoing. So if I can advise (of course I can't) Stoke not to invest in a player's wages even if he's a free agent, then I am propelled to do so. However he's a former winger, now a full back, so in that sense he'd be potentially good for our needs.
If Stoke wants a Danish player to play on the left, they should go for Allan Lumb who is owned by Zenit but he never plays for them (because they have a Russian international in his position) so should come cheap.”

“Sick of hearing about Arismendi. He has had ample opportunity to prove himself but if he can't hack it on loan in lower divisions what possible use is it sticking a Stoke shirt on him. One good game does not make a Premiership footballer of him. Cuvelier is different, he has shown well when on loan and if he continues to do so he will get his chance at Stoke like Dicko, Wilko and Shotton before him. Soccerfoot, you have to have a pop at the club even when there is no foundation for doing so, that's why you are never a Stoke supporter by the very definition of the word support.”

“Please dont buy Simon Poulsen, even if he's available for nothing. He's a total disaster zone. If it hadn't been for his comical defending, Denmark would have been in the Euro QF instead of Portugal. He's not too bad going forward, but he doesn't know the first thing about defending.”

“Come on Sf this is your territory, give us the low down on Cameron. As for Marshall i watched him at least a dozen times and if he was so good how come only Leicester and Barnsley came in for him.He is at his level and was not a premiership player.Culvier needs to step up to the next level so a season in the championship with a recall would do him no harm”

“stokieincanda, he is new, granted one more midfielder, and the only way he can show what he's worth is to play him and play him in the red and white stripes. lets hope he doesnt go the route he has with Cuvelier and Arismendi, even more midfielders who havennt had a chance to show anything. how many midfielders, young or otherwise does that put on the books at Stoke City??”

“If Ness ends up only being as good as Marshall then he to might end up in the Championship. Marshall was average, if he had been that good he would still be in the Premiership. It still seems to escape some people's notice that this club no longer lets it's best players leave. If you don't believe me then ask Ryan Shawcross and Rob Huth.”
