Harrington is currently on bail after being arrested over the crash which killed 26-year-old Martin Wilson, of Blurton, and 20-year-old James Morgan, of Lightwood, in Lightwood Road on November 18.
She was questioned on suspicion of causing death by dangerous driving, drink-driving and leaving the scene of a crash.
Nicola Bell, defending Harrington, told magistrates this week: "My client was recently involved in what can only be described as a catastrophic road accident and there were two fatalities."
The court heard Harrington is also due before magistrates on December 14 charged with theft and is awaiting sentence at Stoke-on-Trent Crown Court for handling stolen goods.
A pre-sentence report has already been prepared for Harrington, who appeared in court in custody.
Miss Bell added: "In my opinion, she is not fit to remain where she is.
"At the moment she needs to be at home with her parents and engage with her doctor and counsellors."
The defendant was given bail with conditions that she does not go into any shops in Hanley or Longton.
She will next appear at North Staffordshire Justice Centre on December 19.
