A 13-YEAR-OLD boy robbed then raped a 20-year-old woman as she walked home.

Balal Khan ran up behind his 20-year-old victim and grabbed her around the neck as she walked through a secluded area near Cobridge, in Stoke-on-Trent.

He punched and kicked her as she lay on the ground before raping her.

The attack makes Khan one of the youngest rapists ever convicted in Stoke-on-Trent.

A judge yesterday lifted a restriction preventing the publication of Khan's name.

Khan, now aged 14, was locked up for three years after pleading guilty to charges of rape and robbery.

Stoke-on-Trent Crown Court heard the victim was walking from Festival Park, passing through an area known as Grange Fields, at around 7pm on September 11, when Khan knocked her to the floor.

Robert Price, prosecuting, said: "She started screaming and attempted to get to her feet. He responded by punching her in the mouth and knocked her back on the ground.

"He stood over her and kicked her to the side of her face. He started shouting at her 'do what I say or I'll kill you'."

The court heard two boys, aged 10 and 11, who knew Khan, stood nearby and shouted at him to stop.

Afterwards Khan, of Barrett Drive, Cobridge, took the victim's bag, containing an iPod and mobile phone.

He then answered a call from the victim's boyfriend. When asked why he had the phone, Khan bragged about what had taken place.

He later sold the phone and iPod, but not before making a call to his parents' home. The mobile's call records led police straight to Khan's address.

In interview he told police he had tripped the victim and stolen her bag.

The court heard scientists later found Khan's DNA on swabs taken from the victim.

Naomi Perry, mitigating, said he had shown remorse for what he had done.

"We are dealing with a very immature young man," she said. "He has been having anger management classes and he feels these have helped him."

Judge Paul Glenn told Khan his offences were "grave" and that an adult convicted of the same crimes would have been jailed for eight or nine years.

He added: "It was a terrifying experience for this young woman and she will be left psychologically scarred."

By law, anyone under 18 years old faces a lesser sentence for rape than an adult, and for those aged 14 or under the term is reduced further.

Khan was sentenced to three years in a young offenders' institution.

“I must say to jim from stoke, don't attack the games industry it's not our fault if parents buy their children games that are rated 18 when they are under this age. When creating these games designers assume that at the age of 18 people at least have some concept of right and wrong and will not go out and replicate the acts committed in such a game. So blame the parents who have children without thinking if they can support them or teach them right from wrong, it seems they kick them out on the streets as soon as they can walk and then they learn from the thugs on the streets how to behave. Parenting in this country is disgraceful, and I'm not going to get into kids having kids. Now its kids raping women.

    in conclusion, DONT BLAME GAMES”

“firstly what this boy has done is disgusting, disgraceful and it is so bad that there are not words in the oxford dictionary that can describe it.
BUT as other ppl are commenting about recent incidents all to do with young teens rape, sex and violence. why do ppl think this is. it has nothing to do with race or culture.because there was some white lads from doncaster all involved in a similar incident. so there definetly is a problem, firstly there is a partial blame on the parents, but the main and most influencing factor in actions like these is something that is around teenagers in this country from all backgrounds.
T.V programmes, movies, computer games. this problem is entirely to blame on the people who are behind computer games like GTA. where it is possible to go up to someone beat them up, rob them, even harass women. soon you will probably be able to rape women. and movies that put subliminal messages in the childs mind, things which massivly influence the way they think.
Think a couple of decades back, wher there was crime, but not much sexually related incidents. whereas now where there is an increase in play stations, xboxes, kids sit in front of t.v's all day playing and watching. there are so many incidents relating to rape. all you have to do is turn on crimewatch and you will see every other case involves somebody getting raped.
So good people of staffordshire my final point ot you is to stop blaming different cultures, the enemy is all around us, and they are brainwashng our youths.”

    “Kathryn, Stoke.

While you are studying look up and read the speeches Enoch Powell gave in the 60's. Espeically the one 'Rivers of Blood'.
The things he spoke of about immigration back then are beginnging to be reality.

It does not only concern the 'coloured and ethnic side of immigration but all immigrants.

We should adpot the policy some other countries have, no job or house to come to then you are refused entry.

This country is slowly going down the pan and not only through immigration.

It has become a 'cotton wool' society, morals and common decency have gone out of the window.
Discipline is no more in the household.
When i was a child and you were seen doing something wrong you got a good clout from either a local inhabitant or the local policeman, then you got taken home to your parents where you got another hiding for shaming your parents in public.
Certainly made you think twice about doing something wrong again.
And before all you 'do gooders' go up in arms, a good hiding never did me any harm.
There is a differnce between getting a hiding for correction and abuse.

Now you cannot even slap a child no matter what they do.
Teachers are no longer allowed to use the cane so pupils can kick ,punch and swear at them.
No suprise really as when i have been around town have seen some childen and teenagers swear at their own parents.

    Discipline begins in the home.

How many children do you hear even saying please and thank you now?

My point being that you should not be surprised at what a lot of teenagers and younger get up on the streets. You can immediately tell what kind of upbringing they have had.

Luckily the majority of youngsters are well behaved but this group never get a mention. Well done to their parents.

Parents of children that aren't should be punished along with the youngsters.
Perhaps then we will see a change in today's society.

This racism thing that seems prevalent now should be done away with.
One law for all one set of rules for all.
If you come to Britain then you should abide by the country's laws and not expect special treatment.
If you do not like it then you have a choice.

It's this special treatment to some groups in this country that is getting up peoples noses so to speak.

This poor woman has to live with what happend to her for the rest of her life.
The child who committed this awful crime has deservedly got what he deserved (don't blame the judge for only 3 yrs his hands are probably tied as to the amount of sentence he can give, blame the government).
This child should, however, be kept on some sort of restraining order upon release, and report to a police staion daily, for some years afterwards. Until he can prove he is no longer a danger to society.”

“The perpetrators race is as irrelevant as that of the victim (which, incidentally is not stated presumably to assist in maintaining her anonymity). It may well alter the individual dynamics of the aftermath of the attack (for want of a simple example an attack by a man with a beard may make a victim pogonaphobic) but it does not make the attack any more or less serious.”

“@Rowena. it was more than an insinuation, rather a statement as to the way some people feel. I did explain in my post the reason for this, if you cared to read and digest it in full you might understand. By demonizing anybody who dares make mention of a persons race as being a racist you are perpetuating many problems that we have in society.

I agree, race should not have anything to do with it, but unfortunately we are all human and we are all flawed and so yes race can make a difference to the trauma one might feel. For you it may not be so, but for others it could (I think you are very naive if you think differently) and this shouldn't be ignored - but it is ignored because some people are so quick to accuse others of racism when they have very real feelings and opinions. In fact, from the many differing points of view that have been posted, race clearly is a factor in this and so it would be heinous to ignore it.

Constant accusations of racism instead of listening and offering succinct and educated arguments to those people who might not be racist but are confused or scared is only going to alienate them and actually make them racist.

Have you read any of the below posts. Obviously there are many people out who are thinking "Poor girl was raped by a *insert racial slur her*" instead of thinking "Poor girl was raped" so to ignore the race of the perp is a nonsense. This is an issue that should be raised if we are to combat actual racism.”

“we are in a multi cultural society, so hence where their are certain people you will find crime, where there are people of various races nationalities backgrounds you will find that persons in all likelyhood from every single oneof therm are at some point in time going to be found to be guilty of committing some form of offence or crime.

what a lot of people commenting on this story have seemingly forgotten is that there was a victim in this, the young lady that got raped, please lets not forget that point.?”

“Everyone seems to be forgetting that someone has suffered a horrific attack amidst all this race baiting.

My condolences to the victim and her family. I hope that in time the worst of the psychological damage can, in time, be repaired.

I was pleased to see the issue of the lenient sentencing raised during Prime Minister's Questions today in parliament by Tory MP for Monmouth David Davies.”
